All Power Plants Shut Down After Russian Attack in Dnipro Region

All thermal power plants (CHPs) and substations in the Dnipro region have ceased operations following a Russian attack, leaving more than one million residents without heating and water supplies, Ukrainian authorities said.

Emergency repair works are ongoing across the region. Power is gradually being restored to hospitals, while all medical facilities remain fully operational using alternative power sources to ensure uninterrupted care.

Municipal services continue to operate under emergency conditions. City sewage systems are being powered, with the left bank supported by backup electricity sources. Authorities said the situation with the water supply on the right bank is gradually stabilising as restoration efforts progress.

To support recovery operations, generators will be delivered to the Dnipro region and neighbouring Zaporizhzhia region from other parts of Ukraine. Additional emergency response teams from mobile network operators are also being deployed to maintain communications, according to Stanislav Prybytko, deputy minister of digital transformation.

Ukraine’s Ministry of Communities, Territories and Infrastructure Development said all trains operating in the Dnipro region and Zaporizhzhia have been switched to reserve thermal traction. Railway signalling and communications systems are functioning on backup power, while railway stations are being supplied by generators.

Authorities said the situation remains critical but under control, with priority given to restoring electricity, heating, water supply and communications to essential services amid continued security risks.
