Ukraine’s Housing Construction Recovers As War Reshapes Property Market

Ukraine’s residential construction sector is gradually recovering after the sharp decline caused by the war, but new data shows the geography and structure of housing development have changed significantly.

According to research by YC.Market, several Ukrainian regions surpassed pre-war housing construction levels in 2024, while others continue to struggle with severe slowdowns.

Some Regions Exceed Pre-War Construction Levels

Five Ukrainian regions recorded higher volumes of commissioned residential housing in 2024 compared with 2021.

These included Vinnytsia, Rivne, Volyn, Ivano-Frankivsk and Poltava regions.

Together, the total residential area commissioned in these regions increased from approximately 1.6 million square metres before the war to 2.2 million square metres in 2024.

The data suggests that parts of central and western Ukraine continue attracting population movement, investment and housing demand despite the ongoing conflict.

Recovery Remains Uneven Across Ukraine

Not all western regions have experienced similar recovery trends.

Ternopil region commissioned only 44.5 percent of its 2021 housing volume during 2024, performing worse than some regions still facing direct security risks, including Sumy and Odesa.

The largest slowdown was recorded in Kharkiv region, where housing construction reached only 29 percent of pre-war levels.

The sharp decline reflects the severe impact of repeated attacks and security concerns in eastern Ukraine.

Kyiv Region Gains Importance Over Capital Centre

While Kyiv remains one of Ukraine’s largest residential property markets in absolute terms, the capital itself has not fully returned to pre-war construction levels.

At the same time, Kyiv region surrounding the capital nearly recovered to its 2021 indicators during 2024.

Analysts believe this may indicate growing demand for suburban housing, lower-density residential formats and private developments outside densely populated urban centres.

Private Homes Become Dominant Housing Format

One of the most significant structural changes in Ukraine’s housing market has been the rapid growth of individual residential homes.

Before the war, multi-apartment residential buildings dominated the market.

In 2024, however, single-family homes became the largest segment for the first time, increasing from 38 percent to 51 percent of completed housing.

War Changes Housing Priorities

Analysts say the shift reflects wartime realities and changing consumer priorities.

Large apartment projects require longer construction cycles, stable financing conditions and stronger investor confidence.

Meanwhile, private homes offer greater autonomy, lower population density and more flexibility for families relocating outside major cities.

The trend also reflects increased demand for housing formats that provide greater control over energy, security and living space during a period of prolonged uncertainty.
