From January 1, 2026, Ukraine has officially became part of the European Union’s single roaming area, allowing mobile users to stay connected across all 27 EU countries without paying additional roaming charges.
Under the Roam Like at Home regime, Ukrainian subscribers can make calls, send SMS messages, and use mobile internet in EU member states under the same tariff conditions as at home, in line with their individual mobile plans. There are no special roaming packages or surcharges required.
The arrangement is reciprocal. Mobile users from European Union countries travelling in Ukraine will also be able to use their domestic mobile tariffs while in the country. Access to emergency services remains free of charge throughout the entire Ukraine–EU roaming zone.
Ukraine is the first country outside the European Union and the European Economic Area to be granted access to the EU’s Roam Like at Home system. The decision removes the need for travellers to purchase local SIM cards or short-term roaming bundles and introduces EU-level consumer protection standards, including clearer pricing and cost transparency.
The service is activated automatically once users cross into an EU country. Mobile operators advise customers to check the specific terms of their tariff plans in advance, particularly any fair-use limits on mobile data, to ensure uninterrupted service while travelling.
