For the first time, Ukraine has introduced clear national rules for traveling with pets on public transportation — marking a new step toward European-style standards of safety, comfort, and respect for animals and passengers alike.
Announced by Deputy Minister of Communities and Territories Development Serhii Derkach, the new guidelines define how pets of all sizes can travel — and what documents are required.
“These rules are not just about animals,” said Derkach. “They’re about humanity, safety, mutual respect — and making Ukrainian transport European in spirit, not just technology.”
Here’s What Pet Owners Need to Know:
🐾 Small Animals (Under 10 kg)
Cats, small dogs, birds, and rodents can now travel in carriers or bags with absorbent bottoms. These can be placed:
On the passenger’s lap
Under the seat
Or on a separate seat (if an extra ticket is purchased)
🐶 Medium to Large Dogs (10–45 kg)
These dogs must be transported:
On the floor, on a mat
In a muzzle
And require a separate seat ticket next to the owner
🐕 Extra-Large Dogs (Over 45 kg)
Transportation is subject to the individual carrier’s rules and typically requires specially equipped vehicles.

Travel free of charge and are allowed to stay directly beside the person they assist.
Don’t Forget the Vet Passport
All animals must have a properly issued veterinary passport, confirming vaccinations and health status.
