Lviv Increases Tourist Tax for Foreign Visitors to Boost Infrastructure and Services

On June 12, 2025, the Lviv City Council approved new rates for the tourist tax, marking the first major update to the policy since 2019. As one of Ukraine’s most popular destinations amid the ongoing full-scale war, Lviv continues to attract tourists and is now taking steps to increase revenue for infrastructure and service improvements.

The updated model introduces a key change: a fixed rate of 80 UAH (about $2 USD) per night for foreign tourists, regardless of accommodation price. Previously, foreigners paid between 16 and 40 UAH, depending on the hotel room rate.

“This will help the city grow, invest in tourism infrastructure, promote Lviv more effectively, and create high-quality services,” said the city council. According to Inna Svystun, Director of the Economic Development Department, the revision reflects major changes in both the economy and tourism sector over the past six years.

Domestic tourists will see no change in how the tax is calculated. The rates remain tiered based on room prices:

  • Up to 750 UAH/night – 0.3% of the minimum wage (currently 24 UAH)

  • 750–1200 UAH/night – 0.4% (32 UAH)

  • Over 1200 UAH/night – 0.5% (40 UAH)

The law now allows for differentiated tax rates:

  • Up to 0.5% of the minimum wage for domestic tourism

  • Up to 5% for inbound international tourism

Lviv’s city government expects the revised structure will boost local revenues and strengthen the city’s position as a tourism hub, even during wartime, by funding enhancements to both physical infrastructure and digital services for travelers.
